MPs won concessions from Home Secretary Charles Clarke during committee stage yesterday evening. Mr Clarke caved in to huge opposition to his plans to hold people without charge for 90 days by promising all-party talks next week on a substantially reduced period of detention. The offer came as ministers saw their majority cut to one in a vote on an amendment requiring the courts to prove 'intent' before finding somebody guilty of encouraging terrorism. This was the government's closest shave since Tony Blair was elected as prime minister.

Shepway Council is amongst the 14 worst performing councils in the south East on achieving energy efficiency improvements in line with government targets, according to a recent report. The motion that "This Council is not willing to allow telecommunications masts in the Borough's parks or recreation grounds" proposed by Cllr Colin Taylor and seconded by Cllr Jonathan Lees, was debated at a meeting of the Telecommunications Masts sub-committee on 25th October. Two public speakers supported the motion, raising concerns about harm to human health, damage to flora and fauna and public opposition to recent applications within the Borough.
New figures on the take up of Pension Credit show that 2715 pensioners in Chelmsford & Maldon are missing out on money that is rightfully theirs*. Liberal Democrat Borough Councillor, Cllr. Freda Mountain, spokesperson for the elderly, said: "It is a scandal that so many poorer older people are missing out on money they should be getting as of right. And for Chelmsford & Maldon, this scandal represents a loss to the local economy of as much as £109,167.
